Quick-Reference Summary for State & District Leaders

School District (LEA) Role

Why It Matters for Kids

Oversight & Proof (Governance & Evidence)

Keep the public tool list and ULTID records; set baseline safety rules; oversee independent reviews of pilot trials (Sandboxes).

Approve specific tool uses (“Configured Uses”) in writing; check that uses have required evidence (ESSA Tiers); check safety, privacy, and access; inform parents.

Requires the right evidence for ordinary teaching uses, rather than relying on flashy features or screen time.

AI Companions (Section 4)

Set rules for identifying AI Companions; require companies to formally state that students cannot access companion features; suspend uses or registration under Section 9(11).

Apply the companion ban within 60 days of enactment; block student access on school-issued devices and school-managed accounts; update local school rules.

Keep school-provided social support grounded in real human relationships, without treating every tool that replies to a child as a companion.

Protecting Recess (Section 3)

Give guidance by grade group on how long, how often, and for which tasks screens should be used.

Do not replace or take away recess. Keep it screen-free except for Assistive Technology and documented health or safety needs. Keep bad-weather recess active and offline.

Shares key goals with the AAP’s 2026 advice: protects breaks, play, movement, and time with other children. It does not promise that screen-free recess prevents memory loss.

Disability Access (Section 7)

Set access standards at least as protective as WCAG 2.1 Level AA; guide schools on design for varied needs; run independent appeals with help while an appeal is pending.

Keep required support, including IEP, Section 504, and health-plan access. Stop banned functions at once. Promptly provide an Equivalent Pathway and keep support in place until it works.

Protects needed access and a real chance to take part without allowing banned features. These rights cover more than disability services.
